Disable close option so the banner is persistent. Sometimes we want a top or bottom bar that remains static. Similar to how the Pop Up Widget has an option to disable close option.

At the moment our Banner widget is fully persistent and there is no option to close it.
However, we'll consider the close option with the possibility to disable it.
